User-agent and IP allow-listing for feed sources

To ensure that your feed can sync, you must ensure that your feed sources are
accessible, as follows:

• If you're using URL feed sources, ensure your infrastructure allows incoming requests from agents that send the following header in the requests: User-Agent: DFW/4.0
